HFC PPOA WELFARE FUND

The HFC PPOA Welfare Fund is an initiative of the HFCPP&OA to assist a member of the HFCPP&OA (see guidelines for further information on eligilability) who is in genuine need of help. The creation of the Fund is at the very core of what the Association represents. The help provided by the Welfare Fund may not always be in the form of financial assistance, but rather a broad spectrum of support mechanisms to help in whatever area is deemed necessary in the best interest of the member.

It is to be as it was when we played, and as it is now…It is “all for one and one for all“.

Guidelines for operation of the Welfare Fund

These Guidelines are to assist with the administration of the Welfare Fund of the HFCPP&OA.

1 PURPOSE

The purpose of the Welfare Fund is to assist past players and officials of the Hawthorn Football Club suffering from physical, financial or emotional difficulties.

2 WELFARE FUND COMMITTEE

The purpose of the Welfare Fund is to assist past players and officials of the Hawthorn Football Club suffering from physical, financial or emotional difficulties.

2.1 The Welfare Fund will be administered by 3 members of the committee of the HFCPP&OA (Welfare Fund Committee) nominated by committee of the HFCPP&OA from time to time. The committee of the HFCPP&OA will nominate a chairperson of the Welfare Fund Committee from one of the 3 members nominated.

2.2 The committee of the HFCPP&OA will confirm the members of the Welfare Fund Committee each year at its annual general meeting.

3 WELFARE FUND

3.1 The Welfare Fund Committee will seek to maintain a minimum balance of $15,000 for the purposes of the Welfare Fund. A bank account will be maintained comprising the funds of the Welfare Fund from time to time. Income of the Welfare Fund may be added to the capital of the Fund from time to time. Gifts, whether from the HFCPP&OA, members of the HFCPP&OA or elsewhere, may be added to the Welfare Fund from time to time.

3.2 The Welfare Fund Committee may apply the Welfare Fund (either income, capital, or both) for the purposes noted at item 1 above or related purposes determined in the discretion of the Welfare Fund Committee to be appropriate, whether in response to an application of a member of the HFCPP&OA or otherwise. The Welfare Fund Committee will seek to limit applications of the Fund to a maximum of $5,000 in any individual case.

3.3 In exercising its discretion to apply the Welfare Fund as contemplated by clause 3.2, the Welfare Fund Committee is most likely to assist persons who have played at least 1 senior game for the Hawthorn Football club or been an official of the club or its related bodies for at least 5 years but it is acknowledged there may be situations where it is appropriate to apply the fund in favour of persons who do not meet this eligibility criteria.

4 PROCEEDINGS OF COMMITTEE

4.1 The Welfare Fund Committee will meet at least once in each six month period and will hold such further meetings as may from time to time be necessary or desirable.
4.2 At any meeting of the Welfare Fund Committee, 2 members of the committee shall form a quorum.
4.3 Decisions of the Welfare Fund Committee need not be unanimous but must be by a majority of those members present and voting at any meeting. In the event only 2 committee members are present and such members differ in opinion on any matter, the determination of such matter will be postponed.

5 RECORD OF PROCEEDINGS

The Welfare Fund Committee will keep a record of its proceedings. The Welfare Fund Committee will report to the committee of the HFCPP&OA at least annually on the key determinations that the Welfare Fund Committee has made during the year and the amount held in the Welfare Fund at the time of the report.

6 REMUNERATION

No member of the Welfare Fund Committee will receive any remuneration for his or her services as a committee member.
